Broccoli Sprouts: Nature’s Most Powerful Cancer-Fighting Food

Cruciferous vegetables such as broccoli are very rich in nutrients, including several carotenoids; vitamins E, C, and K; folate; and minerals. They also are an excellent fiber source. A high consumption of cruciferous vegetables has been linked with a decreased risk of cancer.


Broccoli contains elements known as glucosinolates, which are sulfur-containing chemicals. During chewing and digestion, the glucosinolates are broken down to form active composites such as indoles and isothiocyanates. An indole and isothiocyanate (sulforaphane) have been extensively studied for their anticancer effects.


Indoles and isothiocyanates hinder the growth of cancer in several organs in rodents, such as the bladder, colon, breast, liver, stomach, and lung.


Studies in animals and experiments with laboratory cells have recognized several possible methods in which these composites may help prevent and fight cancer. They :


    • Help inactivate carcinogens.

    • Kills cancer stem cells.

    • Defend cells from DNA damage.

    • Have antibacterial, antiviral and antifungal effects.

    • Are powerful anti-inflammatory agents.

    • Inhibit metastasis (tumor cell migration).

    • Repress tumor blood vessel formation.

Several studies have established broccoli as an anti-cancer vegetable. Broccoli can prevent and help with many health issues. Broccoli sprouts are the most hopeful at preventing and killing cancer. The best thing about sulforaphane is that it kills cancer cells, but seems to have minimal impact on healthy cells. It also intensifies the efficiency of anti-cancer drugs.

Johns Hopkins researchers have come up with yet another reason to eat broccoli sprouts. A clinical trial comprising almost 300 men and women living in one of China’s most polluted regions found that daily consumption of a half-cup of broccoli sprouts helped rid their bodies of cancer-causing contaminants.

Ad linking alcohol to cancer most effective at curbing drinking, study finds

A graphic Australian advertisement that highlights the link between alcohol and cancer has been nominated by drinkers as the most effective in leading them to reconsider their alcohol intake.


The video advertisement, titled Spread, was developed and funded by the Western Australia government. It shows alcohol being absorbed into the bloodstream, spreading and causing cancerous cell mutations in the liver, bowel and throat.


Researchers led by renowned international behavioural scientist Professor Melanie Wakefield tested 83 English-language alcohol advertisements from around the world on 2,174 Australian adults who regularly consume alcohol.


Study participants ranked each advertisement on a five-point scale, with a score of “one” representing a low motivation to reduce drinking after viewing and “five” representing high motivation to reduce drinking after viewing.


Spread ranked the highest with an average score of 3.77 and was favoured across a range of groups including men, women, young and older adults, and low and high-risk drinkers.


Four out of the top 10 most effective advertisements were from Australia and of those, all were from Western Australia. The least motivating ad, from New Zealand, was titled Add Nothing, and encouraged drinking water instead of beer. The results were published on Thursday in the medical journal BMJ Open.


The McCusker Centre for Action on Alcohol and Youth gave input into the development of the highest-ranked ad. The centre’s executive officer, Julia Stafford, said Spread was successful because experts in the field had been approached for input.


“We are really pleased that the evidence base for these harm-reduction ads is building and that we are learning more about what works in designing and running them,” Stafford said.


“It is important that very careful, research-based approaches are being taken.”


According to the Cancer Council of Australia, more than 3,200 cases of cancer each year could be prevented nationally if people limited their alcohol consumption.


But the CEO of Cancel Council Victoria, Todd Harper, said the carcinogenic properties of alcohol were still widely unknown in the community.


“Our 2015 survey of Victorian men and women found that nearly half of the respondents either believed that alcohol made no difference or were not sure if it had any effect on a person’s risk of cancer,” Harper said.


“It’s worrying because alcohol is a group one carcinogen – the highest classification available. It means that there is strong evidence that alcohol causes cancer at some body sites in humans.”


He said that “every drink” increased the risk of mouth, throat, bowel, liver and female breast cancers.


This risk as well as other alcohol-related harms has prompted some public health experts and health professionals to call for plain packaging on alcohol products that warn people of their risk, similar to that used on tobacco products.


But Alcohol Beverages Australia executive director Fergus Taylor dismissed the Spread adas “off the mark” and “scaremongering”.


“The industry has long advocated for targeted measures to deal with specific areas of problem consumption and misuse, as opposed to broad-based, population-wide measures like ads that use cynical scare tactics to frighten responsible drinkers,” he said.


“These ads will just be dismissed as scaremongering by the vast majority of Australians who drink responsibly and are well aware that alcohol should be consumed in moderation.”


Taylor accused researchers of “simply demonising a product that has well-established health benefits when consumed at moderate and responsible levels”.


Evidence from the World Cancer Research Fund and American Institute for Cancer Research identifies a causal relationship between alcohol and cancer. While any level of drinking increases cancer risk, this risk increases in line with the level of consumption.

Giving millions of Americans and small businesses a huge break and boosting the economy. Ordering the I.R.S. not or ask about your healthcare situation makes sure no further penalties can be assessed. Effectively throwing a monkey wrench into the ObamaCare tax and penalty system that has wrecked the American economy. As Congress sits on their hands and does nothing this one act alone has given millions of families much needed help. Millennials who don’t get ObamaCare will actually get a tax return this year. Small business can expand not having to worry about the mandates. Majorly boosting the consumer confidence and adding to the stock market rally. Trump can do this because the President has the responsibility to direct all employees of the federal government. Congress may wait and try to introduce ObamaCare Lite but Trump has beat them to the punch back on January 20th.


Why is this not more widely reported on mainstream fake news? Nothing on nightly news. A couple begrudging mentions in the national papers. Local or city newspapers and television? Forget about it. Alternative sources and conservative economic media have reported on it. The answer is obvious. It is not politically convenient.


This is such cause for celebration for all Americans yet almost nothing is being done by the 5th column to advertise the fact to the people. This is important. A lot senior citizens who rely on these “news sources” are not even aware of this. Lower income people and even low information consumers are still making financial and healthcare decisions based on old information.

Small businesses over 50 people that don’t comply with the Obamacare can pay as much as $ 5000 per employee as places like Macdonalds get waivers. The penalty to an individual can be as high as $ 2800 in the higher tax brackets. Even at the lower end even $ 600 can be be a low income earner’s entire tax return. The effect goes far beyond that.


Now families and individuals can effectively ignore the disastrous law all together. No longer saddled with having to get useless health insurance with high premiums. Saving many hundreds of dollars a month for an average family. Choosing alternative means of healthcare not prescribed under the draconian ObamaCare. If they know about it.

12 Most Effective Cholesterol Lowering Foods to Add To Your Diet

Probably you are familiar with a popular statement regarding the connection between cholesterol levels and heart health that says ‘in order to prevent heart disease you have to maintain high HDL (“good”) cholesterol and low LDL (“bad”) cholesterol levels.’


Studies have shown that having high cholesterol especially LDL cholesterol is associated with an increased risk of heart disease. In addition, having low HDL cholesterol and high triglycerides is also linked to increased risk. People with high blood triglycerides are usually found to have lower HDL cholesterol.


Oxidative Stress


When one has oxidative stress, in which antioxidants are lacking and more free radicals roaming around in your bloodstream and inside your cells, certain amounts of cholesterol in VLDL, IDL, LDL, and HDL become oxidized and converted into oxysterol.


There are many factors involve in oxidative stress, including smoking, psychological stress, unhealthy diet habits, high blood glucose, and physical inactivity.


Other factors less discussed include too many toxins in the body due to a prolonged impaired detox and drinking too much alcohol (ethanol from alcohol is converted to ethanal (an aldehyde), a strong oxidizer that can oxidize cholesterol).


Still, another factor thought to impair the lipid profile (triglyceride, total cholesterol, HDL, and LDL levels) is habitual uses of polyunsaturated vegetable oils, including soy oil, sunflower oil, and corn oil. When heated at 180 degrees Fahrenheit or more these oils turn into aldehydes, very potent oxidizing compounds which can oxidize cholesterol.


Other Oxidizers


Cholesterol is one of the cell membrane components. There are other components prone to get oxidized as well, including other types of lipids and proteins. When they are oxidized, you liver send out lots of LDL loaded with cholesterol to help strengthen the cell membrane structure.


Besides oxysterol, ethanal, and some other types of aldehydes (polyunsaturated vegetable oils) there are other oxidizers that can oxidize cell membrane components, including polycyclic aromatic hydrocarbon, polycyclic amines, and acrylamides. Other oxidizers include advanced glycation end-products, cadmium (in cigarette smoke), arsenic, lead, and mercury.


Once the cell membranes get attacked by any or a combination of these oxidizers, LDL cholesterol levels become higher as cholesterol is needed to repair/strengthen the cell membrane structures.


At the same time, HDL levels become lower because much is retained in the cell membrane.


Fortunately, there are foods you can consume to help lower and increase the LDL and HDL levels, respectively.


CHOLESTEROL-LOWERING FOODS


Fruits and Berries


Taking various types of fruits especially deep-colored ones can help lower cholesterol and improve heart health.


Studies have shown that soluble fiber contents in many types of fruits may help lower cholesterol levels. Insoluble fiber helps lower cholesterol levels by getting rid of cholesterol and preventing cholesterol production by the liver.


Pectin, a soluble fiber found in fruits, including grapes, citrus fruits, apples, and strawberries, has been shown to lower cholesterol by up to 10%.


Bioactive compounds in many types of fruits which comprise antioxidant and anti-inflammatory phytonutrients along with vitamin C can improve lipid profile which in turn may help prevent heart disease.


Berries and grapes are particularly rich sources of phytonutrients, including antioxidant and anti-inflammatory polyphenols and bioflavonoids, both of which can help increase HDL cholesterol and lower LDL cholesterol.


Vegetables


Fiber and antioxidant rich contents make vegetables an important part of a heart-healthy diet. In addition, their low calories are helpful for maintaining a healthy weight.


Some vegetables such eggplants, potatoes, okra, and carrots are rich in pectin, the same cholesterol-lowering soluble fiber found in citrus fruits and apple.


Vegetables also offer a range of plant compounds including carotenoids, polyphenols, bioflavonoids, lignins, and stilbenes, which are associated with many health benefits including protection against heart disease.


Carotenoids in dark leafy greens act as antioxidants to get rid of harmful free radicals that can lead to atherosclerosis.


Legumes


Legumes, alternatively known as pulses, are a group of plant foods that include beans, lentil, and peas.


Besides rich in fiber, they also contain minerals and good amounts of protein. Consuming them along with some unrefined grains can help lower your risk of heart disease.


A study involved a review of 26 randomized controlled studies found that eating half a cup (118 ml) of legumes per day is effective in lowering LDL cholesterol by an average of 6.6 mg/dl, as compared to not eating legumes.


Nuts, Especially Almonds and Walnuts


A study has demonstrated that’s eating nut-enriched diets have cholesterol lowering effects.  Another study involving subjects at high cardiovascular risk showed that regular nut consumption is associated with a 30% reduction in cardiovascular diseases.


Nuts, exceptionally nutrient-dense food, are very high in monounsaturated fats, a kind of fat similar to that of olive oil. In addition, walnuts also offer the plant variety of omega-3 fatty acids, a type of anti-inflammatory polyunsaturated fat that’s linked to heart health.

A study that involved an analysis of 25 studies, eating two to three servings of nuts per day found to decrease LDL cholesterol by an average of 10.2 mg/dl


Fatty Fish


Fatty fish offers high levels of omega-3 fatty acids and have been linked to a decreased risk of heart disease and stroke.


Salmon and mackerel are the two fatty fish found to have excellent sources of long-chain omega-3 fatty acids, which have cholesterol-lowering effects and anti-inflammatory properties.


Fish is famously known as a major source of protein in the Mediterranean diet, which has been extensively studied for its benefits for heart health.


Avoid consuming fried fish as much as possible as it may actually increase the risk of heart disease and stroke. The healthiest ways to consume fish are baked, broiled, grilled, or raw.


Dark Chocolate and Cocoa


Dark chocolate and cocoa are rich in bioflavonoids that can help lower LDL cholesterol while raising HDL cholesterol. They also help lower blood pressure.


Another study has demonstrated that cocoa and dark chocolate may help protect the LDL cholesterol in your blood from oxidation, which is a key step in the pathway towards heart disease


As chocolate is often high in added sugar, which negatively affects lipid profile, therefore, you should use cocoa directly or choose dark chocolate with a cocoa content of 75–85% or higher.


Avocados


Avocados are an exceptionally excellent for lipid profile as they contain monounsaturated fatty acids and fiber, two heart-healthy and cholesterol-lowering nutrients.


Clinical studies have demonstrated that participants consuming one avocado daily had helped lowered LDL levels compared to those who didn’t eat avocados.

Oats contain beta-glucan, a soluble fiber that helps lower cholesterol.  Consuming oats is associated with a decrease of 5% total cholesterol and 7% of LDL cholesterol.


Barley is also rich in beta-glucan that has also been found to help lower LDL cholesterol.


Garlic

Health cuts most likely cause of major rise in mortality, study claims

An unprecedented rise in mortality in England and Wales, where 30,000 excess deaths occurred in 2015, is likely to be linked to cuts to the NHS and social care, according to research which has drawn an angry response from the government.


The highly charged claim is made by researchers from the London School of Hygiene & Tropical Medicine, Oxford University and Blackburn with Darwen council, who say the increase in mortality took place against a backdrop of “severe cuts” to the NHS and social care, compromising their performance.


The Department of Health (DH) responded by accusing the authors of the paper and accompanying commentary, published in the Journal of the Royal Society of Medicine on Thursday, of bias.


The researchers ruled out other possible causes of the increase, including cold weather, flu and the relatively low effectiveness of the flu vaccine that year, noting that fatalities from the virus rose “but not exceptionally”.


After examination of NHS performance data for the period, which shows the service missing almost all its targets, they concluded: “The evidence points to a major failure of the health system, possibly exacerbated by failings in social care.”


The rise in deaths from 2014 to 529,655 in 2015 was the biggest in percentage terms in almost 50 years and the mortality rate was the highest since 2008. The excess deaths were largely among older people who are most dependent on health and social care, the authors said.

The research further warned that the “spike” was showing signs of becoming an established pattern, with provisional official weekly mortality data from 2016 showing deaths from October onwards increasing by 7% compared with the five-year average.


While accepting their findings would generate controversy, the authors expressed surprise that the rise and the reasons for it had not previously been scrutinised.


Prof Danny Dorling from the University of Oxford said: “It may sound obvious that more elderly people will have died earlier as a result of government cutbacks, but to date the number of deaths has not been estimated and the government have not admitted responsibility.”


The researchers observed that the increase in mortality came as waiting times rose in A&E departments – despite unexceptional attendances – for admissions, diagnostic tests and also consultant-led care. Ambulance response times also increased as did operations cancelled for non-clinical reasons. Staff absence rates rose and more posts remained empty as staff had not been appointed.


The authors said health service austerity had been exacerbated by £16.7bn of cuts to the welfare budget and a 17% decrease in spending for older people since 2009, while the number of people aged 85 and over had risen almost 9%.

Barbara Keeley, the shadow social care minister, said: “The Tories have created a crisis in social care. They have cut billions of pounds from council budgets and care is suffering as a result.


“In the March budget, the government must provide extra funding urgently and deliver a sustainable settlement to deal with the crisis in health and social care.”


The Lib Dem leader, Tim Farron, called it “a national scandal that in one of the richest countries in the world, vulnerable older people are missing out on the services they need and may even have died due to poor care”.


The report’s co-author, Dominic Harrison, the director of public health at Blackburn with Darwen council, said the research “raises a red flag that is telling us that the health and care system may have reached the limits of its capacity to safely and effectively care for the population that funds it. Our analysis suggests that the most likely cause of that failure, when all other possible explanations have been excluded, is insufficient resources and capacity”.


The paper will make uncomfortable reading for the government at a time when it is under substantial pressure to boost spending for both the NHS and social care amid fears they are at breaking point.

A DH spokesman described the study as “a triumph of personal bias over research”. He added: “Every year there is significant variation in reported excess deaths, and in the year following this study they fell by nearly 20,000, undermining any link between pressure on the NHS and the number of deaths. Moreover, to blame an increase in a single year on ‘cuts’ to the NHS budget is arithmetically impossible given that budget rose by almost £15bn between 2009-10 and 2014-15.”


The fall the DH refers to is the reduction in excess winter deaths, which compares those between December and March with those in the rest of the year. Excess deaths over the year are measured relative to the average in recent years.


Harrison said the point the authors were making was that in months such as January 2015, which saw a spike in deaths, there was an insufficient service response to a surge in demand. He termed this a “fail event” and warned there could be recurrences over the next five years without a rise in funding. He added that preliminary figures pointed to a possible significant increase in excess deaths last month.


“I have few doubts that our findings will be strongly contested,” he said. “This report has been published in good faith in a peer-reviewed academic journal by senior health professionals who are concerned to understand the causes of avoidable death in the population – precisely so that we can avoid it happening again.”

Antibacterial-resistant


As far as antibiotics are concerned, penicillin-resistant strains of pneumonia, gonorrhea and hospital-acquired intestinal infections were detected four years after mass-produced penicillin was introduced.


Each class of antibiotics kills bacteria in its unique way. Penicillin, the first true antibiotic discovered, kills bacteria by attaching and followed by rupturing their cell walls, consequently killing the bacteria. Conversely, tetracycline, erythromycin, and streptomycin kill bacteria by attacking the vital structures inside the bacteria ie, ribosomes that allow them to produce proteins, of which action also destroying the bacteria.


As each antibiotic is a single chemical compound and one dimensional in its action, it’s not that hard for bacteria to “evolve” around such attacks. For example, penicillin-resistant bacteria have developed cell walls different from their previous ones. In effect, that prevents the penicillin from binding.


Similarly, other variants prevent antibiotics from binding to ribosomes, thus makes them ineffective.


Natural antipathogens, on the other hand, are different in term of their action against pathogens that include viruses and bacteria compared to that of antiviral and antibacterial drugs. As explained above, antiviral and antibacterial drugs usually consist of a single compound which functions in a one-dimensional manner.


Multi-dimensional


Conversely, natural antipathogens are multi-dimensional due to their many bioactive compounds that prevent viruses or bacteria to “evolve.” Non-active compounds are believed to potentiate the antipathogenic effects of the active ones besides offering many possible combinations with each other.

Meanwhile in Greece and Turkey refugees and homeless people suffered greatly in the unseasonably heavy snow. The sad thing is that almost all of these deaths were preventable.


Every winter hypothermia extends its icy grip, causing 25,000 extra deaths per year in England for example. A decrease in air temperature of 1°C causes a 1.35% increase in mortality across Europe, and added up over the years, cold weather has caused far more deaths than any single heatwave event.


Medically, hypothermia is defined as when the body’s core temperature drops below 35°C, bringing about changes in the composition of the blood and raising the risk of cardiovascular diseases, among other things. Older people are particularly vulnerable, along with children and people suffering from other diseases. So how can we better protect people?


A new study carried out in the Lublin region of Poland has analysed what kind of interventions seemed to have the greatest effect. The results, published in the journal Weather, show that it isn’t just the severe cold snaps that we need to worry about. In fact around 70% of cases in their study occurred early in the winter (between October and December), which they speculate may relate to people being less adapted to the cold, and less prepared.


All of us need to dig out our hats, gloves and winter woollies far earlier, and European health authorities need to start taking preventative action from September, they suggest.

Will the Real Vitamin C Please Stand Up: A Closer Look at the Most Controversial Vitamin

When you think of feeling better or fighting off sickness, the first thing that might pop into your mind is, “I’ll take some vitamin C”. You drink some orange juice, maybe an Emergen-C packet, or even take a few tablets of bottled vitamin C in order to chase away the symptoms of an impending cold, flu, or feeling of general fatigue and malaise. Taking between 50-2000 mg during a few days leaves you believing that, “Wow, that vitamin C really helped kick that sick feeling to the curb!”


Vitamin C, whether taken in low or high doses, coupled with its reported health benefiting properties, has been quite controversial for the past several decades and according to the University of California Berkley, no other vitamin has been so extensively researched since 1932. And as of today, despite all the studies, vitamin C still remains a mystery with a divided consensus. The question remains, does it help?


Believe or not, there are two schools of thought regarding water soluble vitamin C also known as L-ascorbic acid or ascorbate. Humans require a regular intake of vitamin C (30-95 mg daily depending on age) because our bodies do not produce nor store this vitamin, however excrete it very quickly.[1] Vitamin C is imperative for maintenance of all the body tissues, proper growth, and wound healing.


New data about the positive effects of vitamin C on the immune system have been introduced in the last several years.[2] Immune cells contain active vitamin C transporter molecules within their membranes that actively pump the vitamin into the cells when more vitamin C is necessary[3], especially phagocytes and T-cells. According to the National Institutes of Health (NIH), a vitamin C deficiency results in a reduced resistance against certain pathogens, while a higher supply enhances several immune system parameters.[4]


On the other side, a Cochrane Collaboration review has concluded that vitamin C has shown no consistent effect on the duration or severity of helping the common cold symptoms after the initial onset.[5] Although, evidence suggests that it could be justified in people exposed to brief periods of severe physical exercise or cold environments.[6] Whereas, Dr. H.K. Bakhru states, “vitamin C helps prevent and cure the common cold and protects an individual against infections”.[7] It is evident that one community believes it does not help much with the prevention and dissipation of cold and flu symptoms and an increase of immunological factors while the other faction believes it does.


A recent controlled trial study showed that vitamin C deficiency has been linked with frequency and duration of colds coupled with immune system defects, and that there are measurable health advantages associated with vitamin C supplementation.[8] Taking into account that if vitamin C introduced into the body will increase immunity, the next question is which form of vitamin C should be taken?


Here is the secret: few people differentiate between the natural vitamin C which you find in fruits and vegetables (citrus, acerola cherries, greens), and synthetic ascorbic vitamin C present in most energizing drinks, vitamin packets, and vitamin C Bottles that you can buy at your local pharmacy or health food store. Because the two are usually marketed side by side as being one in the same, most people are led to believe that if the label says all natural vitamin C, it must be food based, therefore real and wholesome. However, there is a difference. As O. Hofmleker states,”in its natural form vitamin C has a different design than the synthetic vitamin. The natural vitamin C molecule never occurs in isolated form, but rather accompanied by complex nutrients which apparently are essential for vitamin C’s bioactivity. The synthetic ascorbate however, appears in an isolated form, often in overly high concentrations which the human body hasn’t evolved to properly utilize. Human biology has never evolved to accept synthetic vitamins”.[9]


Synthetic vitamin C was introduced in the 1930’s into the market causing all the rage. However, with its inception it pushed the focus of natural wholesome vitamin C found in foods to the back shelf making it a thing of the past. Since then the new trend has been this synthetic ascorbic acid reportedly being linked to all sorts of health benefits.[[10]–[11]–[12] ] It was also believed to be more readily available year round instead of its natural whole food counterpart. The interesting thing is after so many decades and numerous studies conducted, it has actually been shown that ascorbic acid causes potential damage to health. A recent study on vitamin C (Am J Clin Nutr; Jan 2008) showed adults taking the synthetic version had serious side effects and significant adverse effects on the antioxidant system. Dr. Victor Herbert, professor of medicine at the Mount Sinai School of Medicine in New York has said, “vitamin C in supplement forms mobilizes harmless ferric iron stored in the body and converts it to harmful ferrous iron, which induces damage to the heart and other organs. In addition, unlike the vitamin C naturally present in foods like orange juice, vitamin C as a supplement is not an antioxidant.”[13]


So in order to take the most optimal vitamin C, you should kick the synthetic vitamin C (which is usually ascorbic acid derived from genetically modified corn) and start ingesting either real fruits and vegetables or food-based vitamin C supplements with the highest amount of real vitamin C and bio-available nutrients. Ideally, vitamin C should be ingested in its natural wholesome form in order to give its all encompassing health benefiting properties in the areas of cardiovascular and immunological health.[14] According to NIH, those fruits are fresh, raw cantaloupes, citrus fruits, kiwis, mangos, papayas, pineapples, strawberries, raspberries, blueberries, watermelon, and cranberries.[15] In addition, peppers, kale, broccoli and peas are also great options.

Social care spending falling below £554 minimum in most areas

Local authorities across the country are spending well below the £554 per week minimum amount recommended for the residential care of older people, new figures have revealed.


Statistics released by 90 councils across the country show that the vast majority fall well below a “floor price” cited by the Local Government Association (LGA) and reveal a worrying postcode lottery.


A number of councils, including Dartford, Wolverhampton, Leicester, Liverpool, Lancashire, Hampshire and North Lincolnshire, pay providers a local weekly rate well below £400, while others are above £600.


The figures come as the government prepares this week to allow local authorities to bring forward increases to council tax to help pay for social care, after warnings about a spiralling crisis.


The LGA called on ministers to use the autumn statement to plug a £1.3bn black hole in a system that they claimed was in a perilous situation, but Philip Hammond, the chancellor, failed to offer additional funding.


Ministers are preparing to respond to the resulting outcry by reforming an existing policy that allows local authorities to charge a precept of up to 2% a year on council tax to help fund social care.


The communities secretary, Sajid Javid, is expected on Thursday to allow councils to pull forward any increases that might have been made in subsequent years to help fill the current spending gap.


Hammond told MPs that the government felt it had offered a “substantial increase” in funding for social care, but acknowledged fears that this money was “back-end loaded” during the parliament, which had posed a challenge to local authorities.


“Local authorities will have to look at how they manage the situation to get from here to the very substantial increase in funding that will be available to them later in the parliament,” he said.


But he added that councils and the NHS had to play their part as well. “Money alone is not the issue. It is about effective cooperation and collaboration between the NHS and social services,” he said.


Others expressed frustration, with one minister telling the Guardian that there was a view that councils had “cried wolf” too many times with claims of crises over a lack of funding.


They suggested that some colleagues feared that too much extra money from central government would reduce local incentives for the NHS and social care systems to be better integrated.


Theresa May’s official spokeswoman argued that more needed to be done by local authorities among which there was a “significant variation” in performance.


“We know money alone is not the solution,” she said. “Many councils are providing high quality social care services within existing budgets.”


The figures on weekly rates came from a freedom of information request submitted by Labour MP Jess Phillips, who told parliament that Buckinghamshire paid £615 a week, while her local council in Birmingham had a rate of £436, with people being asked for top ups.


“Are nans and grandads in Buckinghamshire worth more than they are in Yardley?” she asked.


The MP was speaking after an urgent question was tabled by the shadow social care minister, Barbara Keeley, who blamed the Tories for the crisis and said raising council tax would not fix the postcode lottery.


“Labour has called for this vital service to be properly funded; the Tories should heed those calls but they’ve offered nothing, instead blaming everyone from councils to professionals for the mess of their own making. It will fall to a Labour government to rescue social care.”


Others in government suggested that there was a feeling that the NHS ought to take more responsibility for supporting social care as a means of preventing hospital admissions.


Cllr Isobel Seccombe, the LGA lead on social care, told the Guardian that councils had been praised for being innovative in delivering services but simply needed more money following years of cuts.
