Mandatory Memory Wipe – California Senate Bill No. 86

“Mandatory Memory Wipe”


SACRAMENTO, CALIF. – State Senator Richard Pan, (D), architect of California’s notorious SB-277, (mandatory school vaccination), today proposed SB-86, which calls for mandatory erasure of all painful “memories, thoughts, and emotions” from the memory banks of all school age children.


Proponents of the bill seek to protect children.  But critics, who dub it the “mandatory memory wipe,” believe it’s a diabolical scheme to plunge society farther into the more dimly lit regions of the darkside.  Many believe the radical procedure is unreasonably dangerous.


SB-86 Summary


If it becomes law, SB-86 will require: “Mandatory elimination, eradication, and removal of all brain matter that may contain painful memories, thoughts, or emotions that might cause potential harm to children.”  Ironically, in popular jargon, the term “to 86” something means to eliminate, eradicate, or remove it.


No Opt-Out – No Exemption – No Informed Consent 


The bill does not allow for children to opt-out of the procedure, except for the children of State lawmakers and judges who may opt-out.  The bill recognizes no medical exemptions.


Under the bill, the actual “wiping” procedure is deemed to be a “non-medical” event, and therefore, informed consent is not required – nor is a medical license – for the State to administer the “wipe.”


Similarities to Orwell’s 1984


Critics are quick to remark that SB-86 feels a bit like Orwell’s Nineteen Eighty-Four, in which the protagonist, Mr. Smith, works at the government’s propaganda agency, the Ministry of Truth, which they humorously call “Minitrue.”  Mr. Smith’s job is to re-write newspaper articles – so they conform to the current political landscape.  “Who controls the past controls the future.”


When Facts Cease to Exist


In a future world where nobody remembers that Abraham Lincoln freed the slaves or that George Washington chopped down the cherry tree, then factually speaking, these events never occurred.  They cease to exist.


Soon, nobody will remember that, back in the 50s and 60s, many brave American mothers would throw “measles parties.”  Sadly, over time, the wisdom and success of these parties may eventually go extinct, especially if internet search engines continue to display nothing but industry-slanted search results – which unanimously warn against the (supposed) dangers of “measles parties.”


Nobody remembers that medical protocol once considered it harmful to vaccinate a child with eczema.  Sadly, modern pediatricians have forgotten this former protocol, and it may soon go extinct because the CDC no longer objects to vaccinating children with eczema.


Today, too few people remember that smallpox met its demise – not by vaccines or indoor plumbing – but because the once-deadly variola virus simply fizzled itself out after having mutated into variola minor, a less-hardy strain, (aka “mild smallpox”), which was then pronounced eradicated a few decades later.

"The worst conditions in memory": NHS doctors describe their week in A&E

The Guardian asked a number of doctors working in A&E departments across the country to explain how their departments have coped over the past seven days, said to have been the worst week ever for NHS emergency departments. These are some of their responses:


‘We are devastated by underemployment’


It’s been like an absolute war zone recently. The government at the moment, not to mention my regulatory bodies, are ignoring the worst hospital conditions in my memory. We have a brilliant team, but are devastated by underemployment and underinvestment. We have two permanent registrars on a rota of seven places.


On a recent shift, I walked in to patients waiting four and a half hours to see a doctor. This means every patient has failed the “breach” target by the time they’re seen. A diligent staff nurse asked me to take a look at a patient she was a ‘bit worried about’. The woman was devastatingly ill with a perforated bowel, and could have easily become fatally unwell. She survived thanks to the observational diligence of my colleague, and later our excellent surgical team.


The London ambulance service is similarly overwhelmed. They couldn’t provide me with a transfer ambulance for another emergency case, and 11-year-old with a sight-threatening infection, in less than 70 minutes. The target is eight minutes. It is a miracle the child didn’t lose an eye.”


‘Nothing can be done’


Our hospital is crumbling and is unsafe on a daily basis. On Thursday, there were 75 patients in an department that has 18 majors’ beds. Thirty-five of those were medical patients awaiting beds, 20 hadn’t been seen as there was nowhere to see them or no staff to triage them.


We have expressed our concerns verbally, via formal emails to trust, incident reports etc, but nothing can be done as it can’t elsewhere either. Medical professionals are talking about quitting as they believe soon someone will die on our watch … [It is] completely out of control. Maybe it has already happened and we just don’t know. I’m talking about a cohort of 11 doctors. God knows what people feel nationally. It scares me what we are heading for.


When a family member got admitted last weekend I panicked, not because it was that serious but I actually felt they may not be safe in hospital.


I am angry that it is being ignored and swept under the carpet. I am angry that we are left to pick up the pieces and apologise for a system we’ve put our hearts and souls into, but now have no control over.


‘It’s not acceptable to practise medicine in this way’


This past week in A&E has been horrendous. There are no beds in this busy teaching hospital. There are more than 20 patients queueing in the corridor at any given time. We’re seeing, treating and discharging patients in the queue. It’s undignified to ask a miscarrying pregnant woman about her blood loss in a queue, never mind in one filled with loud drunks. It’s just not acceptable to have to practise medicine in this way, but what choice do we have?


Patients in the queue have a substandard quality of care. Fact. So much for calling 999 in an emergency, then waiting an age for the crew to arrive because they’re all waiting in the corridors of A&E to unload patients. Even once you arrive at the department with said emergency, you’ll be waiting hours for any sort of assessment or treatment. My collusion in this depravity is solely in an attempt to keep my patients as safe as possible, but mistakes are being made and this is not sustainable.


‘We were truly swamped’


I was on call at night for the last week at a small district general hospital. We had to put the hospital on divert. There were 15 ambulances waiting for entry and consultants doing their assessments in the back of them. On surgery, despite phenomenal work from the registrar on call, we were truly swamped.


‘These are just some of my experiences this week in A&E …’


A four-bedded resus unit expected to make capacity for eight patients; leaving a shift to come back 24 hours later and finding some of the same patients still in resus; being in charge of the emergency department [ED] overnight with rota gaps; and requesting a divert for a few hours to allow us to catch up, only to be told that the policy has changed and capacity issues now had to be dealt with internally.


‘Everybody is terrified’


In the accident and emergency department where I work there is provision to keep up to 12 people overnight in case the wards are too full. On Tuesday night there were 27 sick patients all requiring hospital treatment who were kept on corridors and in the laundry room, being cared for by three nurses and one doctor.


It’s normal at the moment for 20 to be there overnight. We are having to send patients home we would rather admit, with little to no access to social care. Everybody is terrified. Everybody is waiting for something terrible to happen, because no matter how hard you work, there are too many cracks that are widening for patients to slip through. Stafford is where everything went down a few years ago. It seems the same situation is now happening on a nationwide level. I hope desperately that nobody I love or care about needs to be admitted to hospital right now. I just can’t believe how bad it is compared to last year.


‘The entire system is crumbling’


There are not enough staff and 12 ambulances regularly sitting in the corridor. There are designated corridor nurses. In this ED the patients can wait for eight hours. The emergencies do get seen first, as do the strokes, and the triage nurses pull the sickest out the corridor but sometimes they are seen in the corridor. A consultant is designated for the corridor to ensure safety.


A consultant has been staying overnight often lately due to the safety concerns, but that is unsustainable and they are burning out. No one is bothered about breaches anymore, it’s the 12-hour trolley waits because the CCG [clinical commissioning group] has to know then and trust board get involved. The entire system is crumbling. On New Year’s Eve our hospital asked for a divert when the wait was eight and a half hours with only 14 ambulances left on the roads in Merseyside. This is not uncommon. The divert was denied because the wait was not the longest, and every other department was in the same situation.


‘We have a daily lack of beds’


I’m a registrar in one of the busiest emergency departments in the country. This past week saw our busiest day on record with nearly 200 people waiting in our department at one point. There was a five-hour wait just to be seen, and a 14-hour wait for beds. I have people queuing to get a space in resuscitation and it regularly becomes dangerous. We have a daily lack of beds due to poor flow of patients out of hospital backing up to the emergency department. Patients are coming to harm and there are undoubtedly deaths arising from the current state of emergency medicine.

The Science Behind Skeletal Muscle Memory and Exercise

Imagine that you are a marathon runner, an Olympic swimmer or a professional football player for the NFL. (This shouldn’t be too hard to do as most of us have dreamed about this at one point or another in our lives.)


You train for months and months and even years to run a marathon, swim in the Olympics or play professional football. You train for hours and hours in the weight room, on the field or swimming laps. After years of this consistent training routine, you’re ready for that race or game.


After the event is over, you take a few months off. You rest up and help your body repair before beginning your next training session. After nine months of “rest”, you jump back into the weight room or dive in the pool.


Your muscles should be able to pick right up where they left off, right? Maybe not…


Do Muscles Retain Memory?


We all know the main benefits of exercise: fat and weight loss, building and toning muscle, lowering cholesterol and the risks for other diseases. However, there are also some little-known facts and benefits of exercise that make a big impact, such as improved cognitive functions, reduced depression and anxiety symptoms, sleep quality and even skeletal muscle function.


Although the benefits of exercise are seemingly endless, scientists and medical researchers are still puzzled with just how much regular and consistent exercise positively impacts skeletal muscle functions, and particularly the memory of muscle functions.


In fact, studies have shown that high-intensity and regular, consistent training results in many physiological, structural, biochemical, and transcriptional changes, although many of these changes aren’t permanent after a period of rest from training.


In contrast, other research has shown that regular, consistent, and repetitive exercise and training is often lost if and when an individual stops exercising, leading to the theory that skeletal muscles don’t retain memory.


What the Studies Show


A medical research team at the Karolinska Institutet in Sweden studied the impact of endurance training on the physiological, structural, biochemical, and transcriptional changes of skeletal muscle memory in endurance and high-intensity training.


As a part of the study, researchers recruited 23 individuals to participate in the study over a three-month period and a nine-month period respectively.


The first three-month training period, one leg underwent significant training. After nine months of careful study, 12 out of the 23 participants participated in a second training that involved training both legs.


After performing a biopsy from both legs before and after each training session, it was concluded that muscle cells represented approximately 3400 genes differently as a result of endurance, training, and exercise.


Data Analysis and Discovery


The data output and analysis of this study showed that the outcome of the performance tests conducted were collected at different points throughout the study. The trained leg that went through training through both time periods was compared with the untrained leg.


Although there were a number of transcriptional changes as a direct result and impact of exercise, after a nine-month period of no training or exercise, those specific exercise and training-induced differences were no longer present in the trained and untrained legs, leading medical researchers and biologists to believe that skeletal muscle cannot retain memory.


Authors of the study explain, “Although there were several differences in the physiological and transcriptional responses to repeated training, no coherent evidence of an endurance training-induced transcriptional skeletal muscle memory was found.”


Nothing Tastes as Good as GENES Feel…


Skeletal muscle is highly adaptable to different environments and conditions, such as regular, consistent endurance and even high-intensity training. In the study discussed, as well as many others, individuals who participate in regular exercise have a particular gene present in their skeletal muscle tissue.


The presence of this gene has piqued researchers’ interest levels, and their studies and persistent research have shown that this gene can be regulated with different variations of training.


This conclusion also shows that the presence of this gene is also associated with proteins, which are also present in the post-training skeletal muscle tissue.


Regular and consistent exercise actually changes the activity of the gene, promoting the development and presence of new proteins. Now, you would think that the proteins released by the gene would remain dominant and present even throughout a rest period, or a period without consistent training. However, studies are showing quite the opposite…


Anyone trying to get on the weight loss and fitness train have likely heard the motivating quote, “Nothing feels as good as skinny feels” to help them maintain discipline in eating right, dieting, and exercise. And although those skinny “genes” feel great after months and months of rigorous, highly intensive training, we may understand just really what happens with our “genes” when we give up exercise.


If we give up on exercise and forget all of our hard work and diets, those skinny “genes” become a distant memory – both on the inside and the outside.


In the End, We Are All Different…


Although extensive studies and research have been dedicated to the study we outlined above, the truth is that a global study has yet to be conducted. With that fact to consider, it is possible that other individuals who follow the same training and endurance track followed by a long-term period of rest may find that their muscles do “remember” a training sequence, making it easier to pick back up where they left off.


However, there is also a lack of studies and research that thoroughly investigate the results of consistent, regular training in the same individual.


All in all, these situations have gained the interest of medical researchers, biologists, and scientists, and we can certainly expect to see more time, information, and long-term research being dedicated to this theory.

How memory apps can help people with dementia tap into their past | Anna Bawden

More than 650,000 people in England have dementia and that figure is expected to double by 2040. With wildly differing standards of care across the country, there is growing interest in the role technology could play.


When Robert Armstrong was admitted to The Uplands care home in Shrewsbury, he had a habit of waking up in the middle of night and wandering about. At first staff thought he was just a poor sleeper, but the 68-year-old would become very aggressive when care workers tried to guide him back to bed. He would often need medication to calm him down. It wasn’t until care workers started working more closely with the family to map his life history that they discovered Armstrong had been a milkman for 40 years and thought he was getting up to go to his job. “So when he woke up at 3am, the night staff gave him a cup of tea and biscuits and then he did his ‘rounds’,” says Mandy Thorn, managing director at Uplands. “Robert had a milk crate in his room and he went round leaving milk bottles outside all the residents’ doors. At 6am he had breakfast and went back to bed, while staff picked up the bottles and put them back in his crate, ready for the next day.”




The more that you know about an individual, the easier it is to care for them




Thorn says the effect was instant and transformed Armstrong’s quality of life until his death in early 2015. “We had no more aggression and no need for medication to calm him down. And he was really happy until the day he died.”


Thorn hopes the delay in finding out such crucial information will soon be a thing of the past. From September, Uplands will be using RemindMeCare, an app that uses reminiscence therapy to get people with dementia talking about their memories. Its software automatically creates content that matches the person with dementia’s life story. In addition to photos, the system pulls images of events, favourites places, films and music from the web to create a detailed multimedia profile of the person. This is then used to help stimulate conversation and memories enabling carers to build a better relationship with the individual. For group activities, the software can work out shared interests and help several residents to take part. And family members can upload relevant information to their relative’s profile and be actively involved in their care. “The more that you know about an individual, the easier it is to care for them,” says Thorn. “It will transform our business, make us more efficient, so staff spend more time with our residents, not on paperwork. With ReMindMeCare you have a digital record [of activities and interventions], you don’t have to worry about writing it all down.”


RemindMeCare is the brainchild of Simon Hooper and Etienne Abrahams, who both had family members with dementia. When his mother got dementia, Hooper started to put her life story on to a tablet for her carers to use. “I realised that early memories were the key to communicating with those with dementia and to improving person-centred care, and that it needed tech to record them, so that the memories would not be lost and would be available to each carer in turn,” he says. On meeting Abrahams at a party and discovering that he was building software to store his grandmother’s memories, photos and favourite music, they both realised there was a gap in the market and decided to develop a business. After a year’s planning, they raised money from care experts and crowdfunding and RemindMeCare was born in November 2015.


Samir Patel, owner of Oaklands Rest Home in the New Forest, Hampshire, which has been using the system since May, says: “It’s had a huge impact on our residents. It’s a nice way to engage with your loved one. You can still contribute to their life in a really positive way.”


Not all dementia apps are designed for use in care settings. This month saw the launch of two new apps that people with dementia can use independently (as well as with a carer, if they choose).


Book of You and Playlist for Life use photos, words and music to enable those with dementia to reminisce with carers, family and friends, about things that were important in their lives. These apps are part of a dementia citizens project run by the innovation charity Nesta. Both apps also aim to foster in-depth research on how technology can empower people with dementia to lead more fulfilling lives. Academics at Bangor and Glasgow Caledonian universities, who developed Book of You and Playlist for Life respectively, will conduct regular surveys with 500 users of the apps. “We want to show that technology improves the lives of those with dementia,” says John Loder, head of strategy at Nesta’s health lab. “Who do these apps really work for and how?”


The data may also challenge stereotypes. Early testing for Playlist for Life found that dementia patients did not necessarily want to listen to West End musical hits or the Beatles. “It is very easy to make assumptions about people with dementia and what they are going to like. The only thing they really wanted to listen to was Adele,” says Loder. “They liked the fact that they are listening to the same music as their children and grandchildren.”

Opening the ceremony, the Dean of Lichfield, the Very Reverend Adrian Dorber, described Stephen as an “extraordinary example and inspiration” for everyone.


He said: “We have gathered because we don’t want to forget how Stephen has touched so many lives, how his positive attitude turned his own cancer into a force for life.


“We need to remember what Stephen has taught us; not to waste time on his illness, but to grab hold of every single thing that enhances life and makes the world a more joyful place.


“In these next few hours we are trying to do what Stephen did brilliantly, and that is to make the unacceptable meaningful and beautiful.”


He then read the poem “Dust” by Elizabeth Jennings before Julia Hayburn, the assistant head of Stephen’s former school, Chase Terrace Technology College, also paid tribute.


She told of how, when he was diagnosed, the “determined” teenager’s immediate reaction was to call a meeting with teachers because he refused to take doctors’ advice to “forget his Year 11 study”.


Instead he would go on to complete his GCSEs and AS-levels, she added.


“Words like awesome, awe-inspiring and inspirational became synonymous with Stephen – but they only touched the surface of what he has become on a national and international scale,” said Mrs Hayburn.


Following the end of the hour long formal part of the service, the Dean invited the congregation to do five things in turn, including signing the books of condolence and giving the “thumbs-up” sign that has become synonymous with the teenager’s campaign.


Scattered around the church were pictures of Stephen, badges printed with the words “thumbs up for Stephen” and cards telling people where to donate.

Also on the cards were Stephen’s most famous quote: “I don’t see the point in measuring the worthiness of your life in terms of time, but rather you should measure life in terms of what you achieve.”

The teenager remembered a powerful speech Stephen gave to the school’s assembly a year ago, saying “he was one person who stood out”.


“The one thing that spoke to me was when he said ‘don’t measure time by the clock, measure it by what you do’,” added Freya.


“When he died, people cried at school.


“I remember walking along the corridor and people were using Post-It notes to stick goodbye messages on the wall.”


The teenager’s favourite records – including You’ve Got A Friend In Me, by Randy Newman – were played.

Pamela Milligan, whose daughter attended the same school as Stephen said: “I just think it’s fantastic what he has achieved. The town has come together to pay its respect, it’s covered in yellow. He was an inspiration.”


Peter Robinson, 70, a chartered surveyor said: “He has done a wonderful thing, raising an amazing amount of money, and we wanted to show our respect for what he has achieved.


“We can’t believe how the boy next door can raise £4 million. It’s so moving. The ceremony was very appropriate and absolutely packed out.”


People laid bunches of yellow flowers outside the Cathedral.


One bouquet left by one of the 19-year-old’s former band members held a tribute that said: “Ste, it was a pleasure to share the stage with you. Keep on drumming buddy.”


Another bunch was left by a woman who met Stephen as he worked to reach his first fundraising goal of £10,000 in 2013 and became friends with him in the last year of his life.


Charlotte Aspley, 24, who also raises money for TCT said: “I’m just very sad. He was the most amazing person, the most jolly person I have ever met. When I first met him he was going for his first target of £10,000 and now it’s £4 million.


“He was incredible. He became more and more determined to raise more and more money with every milestone he reached.


“This service would have meant everything to him. He always wanted to get himself out there, to meet people. We are so proud of him, and now we want to keep his work going.”

“There is never a good time to get cancer but for a teenager the timing seems particularly cruel.


“I never cease to be amazed by the courage and resilience that young people find in response to cancer diagnosis.


“His story was not a story about cancer – it was a story about life and living it to the full.


“When I last saw Stephen I asked him if he had any thoughts on where the funds he helped raise should be spent.


“He told me to carry on doing exactly what we are doing. His wishes will be very much honoured.


“We will make sure Stephen and all young people with cancer are never forgotten.


“Stephen asked us to put the fun into fundraising but he didn’t stop there, he wanted us to put the fun into funeral – so we’ve given it a go.


“Stephen’s positivity and quiet determination to achieve something quite profound has brought a sense of perspective and focus to our lives, showing us that even small gestures can have a huge impact.”


The service was due to end at midnight before the cathedral reopens at 7am on Friday before a private family funeral is held in the afternoon.


Donations continued to be made throughout the service and more than 172,000 had pledged money to his campaign by Thursday evening, which will pay for more nurses and beds for other teenagers with cancer.
