The panel, chaired by Sarah Pond, found him guilty of ‘serious misconduct’ and the Basic Healthcare Council had named for him to be struck off.
But the MPTS panel identified that Burley had discovered his lesson, and suspended his registration for just twelve months.
Mrs Pond advised Burley: ‘”Although the panel accepts you did not use your professional place to pursue a romantic relationship with Patient A it is no doubt that to set up and engage in an emotional and sexual partnership with a patient who is registered at your practice and whom you taken care of on event is in breach of a single of the fundamental tenets of the occupation.
“It is wholly inappropriate and irresponsible. It shows a lack of judgement and insight into the expert boundaries that a medical professional must maintain with their individuals and undermines the trust which the public are entitled to area in the health care profession.”
She continued: “The Panel considers that you will have learnt a salutary lesson from these proceedings. It considers that you have partial insight and is pleased that your insight will continue to create as you reflect additional on the behaviour which brought you before it.”
Mrs Pond additional: “The panel is satisfied that its sanction of suspension, when taken with each other with the findings of fact and impairment, which are important in themselves, will send out a clear message to the public, the profession, and to you, that your behaviour was unacceptable and irresponsible.”
Burley will have to appear just before a review hearing before the finish of his suspension just before he can return to unrestricted function.
Giving evidence Dr Burley had informed the panel it was “really like at 1st sight” when he met Jane at University, and they married three years later in 1971.
On the day they renewed their wedding ceremony vows, Jane wrote on her blog: ‘Today, TKB and I are renewing our vows after 38 years of marriage.
“And they mentioned it would in no way last… that we had been too young. I was an aspiring drama pupil at Guildhall, and he was a medical student at Bart’s. But we knew that we were soul mates.”
But the medic strayed when he fell for his patient of 20 years right after she sought consolation from Burley over her mother’s death at the Minster Health-related Practice, in Peterborough.
When asked why, he stated: “Since she was the exact opposite [of my wife].
“I believe at the time, despite the fact she had been through bereavement processes on two occasions, she had a really like of daily life, a vivacity, a really significantly can-do strategy to issues.”
Dr Burley wept as he told of the harm of his actions and promised the panel he would not be unfaithful to his wife once again.

“There was a certain morning in which a travel blanket was laid on the floor,” she stated.
“He asked me to sit on the floor on this rug. We were the only ones there.
“Naturally I did simply because I felt quite vulnerable becoming on my own and I did not think he was going to request any more.
“He asked me to consider my best off and he asked if I would like my breasts caressing. He asked me if I would like oral sex.
“I didn’t say yes but I didn’t refuse simply because I was actually frightened simply because I knew his perform as a GP and I did not know what his personalized life was like and how he would react.
“I did not know what would take place to me if I refused.”
Christine informed the panel these meetings continued at the doctor’s surgical procedure the place he would request her to touch and caress his personal parts.
“And with no emotional and no feeling that happened since I just wished to get in and out of the surgical treatment,” she said.
Later the couple would meet at Christine’s late parents’ property for sex sessions.
Burley would pester her to meet him on Thursday afternoons when he had time off for ‘study leave’, she claimed.
The father-of-3 admitted the affair but said it was a consensual partnership entered into willingly by both events.
He said: “If at any stage she had explained she did not want a romantic relationship to create I would have respected that and not got concerned.
“I explained appropriate from the start, when the sexual relationship began it was a mutual issue.
“I would never, ever force myself onto a woman. I would never do that and I by no means did.”
The MPTS panel has found Burley engaged in a ‘consensual sexual relationship’ during three periods amongst 2003 and 2008, but ruled Christine, acknowledged as ‘Patient A’ in the hearing, was ‘emotionally vulnerable’ when the affair commenced shortly right after her mother’s death.
Her husband, Richard, was diagnosed with terminal stomach cancer in 2005 and was residing with Christine and her teenage son, Alex, in her late parents’ residence and Burley cared for him in the final phase of his existence.
In spite of the GP’s denials, the panel identified that a sexual relationship did proceed between 2005 and 2007 as Christine had claimed.
Burley then told his lover he had left his wife and asked if she even now desired him at a dinner get together with pals in December 2007.
The couple moved in together and lived “to all intents and functions as guy and wife”.
But the relationship broke down in early 2009 when Burley returned to his wife.
“On the day that I left, Patient A totally tore me to pieces simply because I had switched off the economic input,” he said.
Dr Burley was then caught accessing her son’s health-related data when he was no longer his GP and mentioned: “You have not noticed me undertaking this.”
He later said it was “a second of madness” sparked out of fear simply because he had previously been assaulted by Alex, receiving a broken nose and two broken ribs, the tribunal heard.
Speaking of their reconciliation on her site, Jane Burley, who invested time as a mature pupil in Oxford, explained: “The ceremony to renew our wedding ceremony vows was very moving.
“I remembered the causes why I had agreed to do this which have been profoundly deep-seated. Over the past thirty years, I had raised my brood and rediscovered my academic confidence by going to Oxford as a mature pupil in my fifties.
“I remembered the anxious concerns from buddies upon hearing that I meant to take up my spot at Oxford:
“Is your husband going with you? How will he cope, I indicate, who will put together his meals?
